If your piece is flaking or peeling you should sand and remove all flaking paint. Lightly sand your piece with both sanding paper or an orbital sander. Wipe away the sanding mud with water and a moist rag or paper towel. Bristle brushes are my favorite method of application for painting furniture, but they sometimes can lose a hair or two along the best way. Be sure to remove any stray bristles immediately if you see any. Tweezers assist, or just pinch together with your fingernails then touch up with one other stroke of paint. I choose angled brushes to flat brushes as it allows for a more comfortable wrist position whereas I’m portray.
Just do a light sanding to tough up the chairs a bit, then prime and paint. I’ve only used do-it-yourself chalk paint to color with. I actually have seen other pieces painted with non homeade chalk paint and they look great, I’m simply not always loopy about how they really feel. You actually need to wax and buff to get a pleasant, smooth end. If you aren’t eager to completely cover up the present finish, I think you could simply dry brush on somewhat extra white. As for the bookshelf, I would give it a light sanding so you get a great even end. If you could have a big piece you will have to use a tray.
